Jinan Inland Port is the pillar project of Jinan to build a regional logistics center. It is a supporting project for Jinan to become an inland open city and has important strategic significance for the development and transformation of Jinan. In April 2018, commissioned by the Management Committee of Jinan High-tech Industrial Development Zone, Fablog officially launched the Jinan Inland Port Path Study.
From the perspective of strategic layout, Jinan's regional logistics center is generally positioned as creating a central city of inland ports and establishing the spatial layout of “one core”, “one pivot” and “two parks”. The Jinan International Inland Port is the core area of the strategic layout.
Based on the basic conditions of Jinan Inland Port, the project benchmarks the advanced experience of domestic and international model inland ports, including German Duisburg port rail transit, sea-rail combined transport, air-rail combined transport, inland river transport and other multimodal transport experience and public-private cooperation in inland port investment operation experience.
The project aims to locate Jinan Inland Port as an inland port with comprehensive functions of highway, railway, aviation, with integrated functions such as logistics, port, customs declaration and quarantine; it will be an inland area docking international as well as an open and developing economic zone.
Ø Jinan Inland Port Strategic Positioning:
1. The important multimodal international inland port along the “Belt and Road”.
2. Industrial clusters with deep integration of intelligent logistics and advanced manufacturing.
3. National important multimodal transport and intelligent logistics demonstration area.
4. New and old kinetic energy conversion demonstration zone in Shandong Province and a new round of bridgehead opening to the outside world.
Ø Jinan Inland Port Functional Positioning:
Constructing a "one city, one port, five functions" structure. "one city": refers to the smart logistics city, "one port": refers to the international inland port, "five functions": refers to the function of inland ports, comprehensive bonded functions, Multimodal transport capabilities, regional transit capabilities and global supply chain service capabilities.
The Jinan International Inland Port will be built into a regional comprehensive bonded land port integrating international airport, national railway class port, Central European train regional assembly center, land port supervision center and bonded logistics center, becoming a modern logistics and high-end industrial cluster. The district will further promote the development of international trade, domestic trade, cross-border e-commerce, and supply chain finance.
Ø Strategic Path of Jinan Inland Port:
Jinan Inland Port will be built by “creating an international supply chain system, promoting the high-quality development of modern logistics industry and hub economy, and realizing the deep integration and coordinated development of modern logistics and advanced manufacturing”.

Ø Promotion measures for Jinan Inland Port:
1. Improve strategic positioning and build a management and operation system.
Increase the coordination of provincial and municipal support, upgrade the construction of Jinan inland port to a provincial-level strategy, and benchmark the international standards to establish an inland port management committee, an inland port investment management company and an operation management company. Realize “one business card external display”, “one institution external investment” and “a complete system to provide services” in Jinan inland port.
2. Improve infrastructure construction and build hardware support.
Pay special attention to the leading role of “hub project” and focus on the function and layout of the “four hubs” and “four groups” in the core area to speed up the promotion of the “airport hub” and “railway hub”.
3. Strengthen the construction of international ports and expand international logistics channels.
With the support of international logistics channels and port services, Jinan Inland Port will construct aviation and railway open ports and various designated ports, improve the port service system, and develop port economy.
Increase international and domestic freight routes, expand the scope of air cargo radiation and route density, build a central China-European regional assembly center, and improve the cargo capacity of China Europe.
Docking ports such as Qingdao Port, constructing a sea-rail combined transport system, and shifting the port collection function to create an integrated operation mode of the former port and the post station.
4. Build a standard information platform to optimize and enhance software support.
Promote the construction of inland port information platform, build a logistics sharing information platform and information standardization system.
Establish standardized logistics construction of inland ports and establish an efficient and advanced logistics standardization system.
5. Create an excellent business environment and gather high-end development elements.
Accelerate the formulation of four major supporting policies such as the inland port development policy, the inland port system mechanism policy, the international logistics industry development policy, and the logistics talent policy. Priority is given to ensuring land use indicators for inland ports. Continue to promote service facilitation, innovative investment and financing systems and trade promotion mechanisms. Focus on innovation in supervision mode, implement customs clearance, single window and other service methods, and build a customs clearance mechanism. Attract domestic and foreign well-known logistics companies and talents.
